SQL Reporting Services 2008 Report Builder 2.0 ClickOnce broke in the CU2 of Service Pack 1.
So, if you are on Service Pack 1, get Cumulative Update 3. Be sure to install all of the files if you are running Reporting Services in SharePoint integrated mode.
