AKA: Edit Page not available on NewForm.aspx
Annoyed that you can’t add a webpart to a New or View Form? Don’t want to bust out SharePoint Designer to customize the page? Fear not.
Get to your NewForm page as if you were going to add an item. At the loooong URL at the top of your browser bar append the following:
&ToolPaneView=2
Click enter.
Profit.
